I guessed that it's because a small gamjatang might be 30,000 won and a medium 40,000 won, while a haejangguk is 9,000 won, and if a small gamjatang has 6 bones and a medium has 8, and each haejangguk has 2.5 bones, ordering individual haejangguk is more cost-effective in terms of both price and quantity.
