It turned out they were for eating, not for sale, for ornamental purposes, or as a hobby. I directly confirmed this by asking the person who caught the fish. They said they grill and eat them.

I asked if they would sell them if they were for sale, but they only spoke Tagalog, so the translator was useless, and I couldn't continue the negotiation.
