Philippine government steps up to protect Korean tourists — Philippines safety and tourism update, July 2025

A Korean YouTuber who has lived in the Philippines for 14 years sums up crime statistics, the Department of Tourism's measures to protect Korean tourists, and the on-the-ground mood in Angeles and Manila as of July 2025.

💡 Key takeaways

[Crime statistics (official Philippine figures)]
• Major crimes in the first half of 2025 reportedly fell about 26% year on year, with rape cases down more than 50%.
• Metro Manila reportedly saw about 37% fewer crimes in February 2025 than a year earlier.
• The host says the survey covered Filipinos so take it as reference, but he also feels things are settling down a bit.

[Department of Tourism measures]
• The Tourism Secretary promised a strong response and zero tolerance for crimes against Korean tourists, and a tourist safety task force was formed.
• Per the Secretary: about 1.57 million Korean visitors in 2024, the largest source market, contributing about 2.3 billion USD.
• Police say they run about 30 tourist police units, about 100 tourist police assistance centers and about 1,200 tourist help desks.
• Korean-speaking staff were added to the tourist information call center, with plans to train Korean-speaking police and add more help desks.
• They say they are working with the Korean Embassy in the Philippines and the Korean federation of associations in the Philippines.

[Korean visitor numbers]
• Korean visitors reportedly fell about 18% year on year to about 460,000 (about 22% of all visitors), and April was down about 35% to about 73,000.

[On the ground (host's experience)]
• In early May, Angeles felt so quiet he was alone in a sauna popular with Korean residents.
• Recently at Manila airport Terminal 1, he saw plenty of Korean arrivals.
• Fewer Koreans on the streets of Malate and Angeles, but KTV/JTV venues and restaurants were still busy; he waited about an hour on a weekday evening at a Korean restaurant in Angeles (named Manbokrim in a comment reply).
• Many commenters pushed back, saying Angeles and Malate are quiet.

[Safety tips]
• Koreans are assumed to be rich, so flashy watches or bulging clutch bags make you a target.
• The host relays that online gambling-related crime, inequality, and thin or corrupt policing in some areas are cited as reasons for crimes against foreigners.
• In his experience police do respond to reports, but in cases involving foreigners some officers expect something in return.
• The Korean community holds regular safety meetings with Philippine police and runs emergency contact networks by region.
• Host's conclusion: Manila in 2025 is fine if you're careful, but don't let your guard down. Avoid what you shouldn't do and places you shouldn't go.

It's a shame. The Philippine government is way too late. At least do it right from now on...

Come on, I was in Angeles a week ago and filmed everything. Korean restaurants were empty, a whole 20-room floor of my hotel was vacant, and Red Street was nearly deserted. I don't know if you live in the Philippines, but let's not lie. I spent two weeks going from Malate in Manila to Angeles.

I spent a week in Malate last week. Still dangerous and quiet with fewer tourists. I used pick-up and drop-off every day.
