Why not just get an oxva refillable and put in whatever liquid you like? It'll be about 9x cheaper than relx refills, and you can get stronger hits. Just search the online shops here for e-liquid and sort by best-selling to pick some.

It varies by bank branch and even by employee. You should post the exact location so people near you know this branch is easy. Also, non-Americans like you tend to have an easier time opening foreign bank accounts around the world than Americans. Giving an account to an American means the bank has to process paperwork for the US. Yes, US law reaches far enough that they actually do it.
