Sure, because Vietnam is a lot cheaper and better value for money than the Philippines. So many locals I've met are choosing Vietnam over traveling domestically.

I traveled from the Philippines to Vietnam, but only because it has better connections to Europe. As a tourist I didn't enjoy Vietnam at all — hardly anyone spoke English, and they were only after your money

The full article says, "It should be noted that more than 480,000 Filipinos visited Vietnam in all of 2025." If that's true, it's definitely a notable upward trend in 2026.
