Hey, quick question. How do you get from the ferry in Tagbilaran City to Libaong?

Here's the cheapest way. From the seaport, walk a bit until you reach the port's terminal stop. From there it's 20 pesos; tell the driver the Panglao terminal by the museum. Once there, ask at the terminal, 'What do I ride to get to Libaong?' They'll tell you exactly, and it's only 50 pesos.
