Passengers were offered tours of Subic, Pampanga, and Bataan.
From what I've read, 6 to 8 cruise ships come into Subic every year.

The problem is that getting to Subic from elsewhere in the Philippines is harder than flying to Singapore or Hong Kong. There are 20 times more cruises like this over there.
