My mom's dream is to retire at a resort. We already have the land, and construction was supposed to start last month. But because of these damn squatters, it's been delayed again. They keep making trouble, saying it's too noisy, blah blah blah. The last one got angry about the dump truck noise. Said his kid can't sleep.
What? We can't build on our own land?
The funny part is they're the ones squatting there. They have no title. And that area isn't even residential. It's right next to the highway.
Construction has been delayed several times because of these damn squatters. We have every permit. We're in the right zone. We have the title. Everything's complete. But because of these entitled squatters, it feels like we're the ones who have to adjust. They have no rights

You've got two effective options. Pay them to leave. Pay someone else to make them leave.

Unfortunately, those squatters will never leave. The government protects them because they vote for the corrupt politicians who give them money. Your mom should rethink whether she really wants to build a resort with squatters out front as a 'selling point'. It doesn't matter that you own the land and they don't. None of that matters. They'll be there forever. You'll just have to accept them as a feature of your resort. I'm not even being sarcastic. Thirty years ago my family bought land with squatters by the entrance. We were told they'd eventually leave once more houses were built, but 30 years later they're still there.
Point out to the Barangay Captain the financial windfall he'll get from the resort, and put him and the tanods on your payroll. Offer their family's kids some well-paid jobs, but only on the condition that they start moving the squatters on. Then release a few pythons into the neighborhood.
Didn't you see the squatters when you bought the land? Did you leave the land unattended for years? Unfortunately, squatters have rights I'm 100% against squatters' rights, but I also think you should have protected yourself to avoid problems like this. Also, I'm sure you could just hire some thugs for 10k to get rid of them for you
When I lived in Latin America, we had something called the Colombian Collection Agency. They collected debts and set things straight. There's got to be something like that here. One warning: don't take it lightly. You'll become part of the clan.
