Check Manila Cigars. They ordered Newport cigarettes for me and I almost cried lol. Have you tried indigenous cured or uncured tobacco, or NgaNga? Super cool! Akay is literally just rolled uncured tobacco leaf; the taste is amazing and the buzz is strong. NgaNga is betel nut mixed with tobacco that you 'chew', a very strong buzz and a real pick-me-up. Even if they don't have snuff, Manila Cigars will probably order it for you.

Some wet markets sell loose tobacco. I made dip from it pretty easily. No need to go without that stuff here.
