If I go to the Bureau of Immigration head office (Intramuros), can I get my ECC-A certificate the same day?

Hi everyone,

I've really enjoyed my 6+ months in the Philippines, but I'm leaving next week. I heard that if I go to the head office, I can get the ECC-A certificate the same day. I still have to print all 50 pages of documents I need, but once that's done, are the people at the head office fairly quick, or will I be waiting 4-5 hours just for a certificate?

Also, what is the document in the fifth bullet point? I can't figure it out. Does it apply to me? Everything else seems self-explanatory. Thank you so much for your help, I really appreciate it.
