Is GEHA good insurance to have while living in the Philippines? What about Blue Cross Blue Shield?

I have BCBS and I've used it for outpatient care overseas. You pay first, then everything except the co-payment gets reimbursed. I've never used it for inpatient care overseas. I've never had GEHA.
