Heads-up for everyone in the Philippines. If your internet has been sluggish since yesterday, especially if you've set a custom DNS to Cloudflare or are using your ISP's default DNS, it's probably the issue below.

I noticed the degraded stats on my pfSense box. I switched both to Google DNS, 8.8.8.8 as primary and 8.8.4.4 as secondary, and it's been perfectly fine since.

There's a problem with an undersea cable coming from the mainland, and since the backup isn't available either, traffic is being rerouted elsewhere. There's a memo about it online. It's not a local issue; it's beyond anyone's control in the Philippines. Some areas are also reporting intermittent or total outages affecting both landline and mobile internet. No timeline has been given for full restoration. It has nothing to do with your DNS servers.

Use a VPN to Seattle and you'll see some improvement. Honestly, it's embarrassing that in the 21st century 'maintenance' isn't even in the vocabulary of those ISPs and fiber providers
