Good job! Much better post. This time you included the project's actual name, NSCR. That helps people know what you're talking about. This time you didn't use the term 'high-speed rail'... which is good, because these aren't high-speed trains. Your map is nice and spot on. Much better than the high-speed rail linking every island plus undersea infrastructure. Now to answer your question (again)... the NSCR will be completed. The money is in place.. right-of-way (ROW) disputes are being handled faster and more effectively. I'm attaching a screenshot of the planned dates. It's a phased approach. Hopefully they meet these dates. Looking forward to hopping on the train in San Fernando and riding into Metro Manila.
It's a JICA project, so the corrupt crocodiles can't touch it.
Sorry, I'm going to buy some land and start a teak plantation. I won't even bother with seedlings, I'll start from teak seeds, and my guess is I'll be harvesting it, or my great-great-grandkids will, before anything gets done here.

The Philippines ranks pretty high on corruption, so no, I don't think a project like this will get finished for that reason alone.
