Is this a serious number?โ€ฆ. For a project that's more than 10 years behind schedule.

Does this even mean anything?

The remaining 26.71% of the funds has already been looted.

You're American (at least your username says so). Stop acting like major infrastructure projects don't get delayed all the time and like you're the pinnacle of competence when it comes to infrastructure. Especially rail. Only China gets to build rail the fast way, and only because it's China. California high-speed rail, anyone?

Land is the problem

Acquiring right-of-way in ultra-dense Metro Manila is notoriously hard. Eminent domain disputes constantly clog the local courts, held up by powerful political landowners like the Villar family and the complicated job of relocating informal settlers. That said, recent breakthroughs in clearing these right-of-way issues have kicked off rapid construction progress. This shouldn't be a surprise. https://www.rappler.com/business/fast-facts-north-south-commuter-railway/

When NAIA 3 was 100% finished, it still took another 10 years to open to the public.

Funny math

You know you've got problems when success is no longer measured by whether you finish a project, but by how far you get before the money โ€˜runs outโ€™ and it gets canceled :)
