Just bring both the old and new passports to the BI main office and request a transfer of the stamp. I think it took less than half a day

Have a travel agent pick up the passports by motorcycle courier. You can use a reputable agency like https://www.visa.friendshipmanila.com/, which Toyota Philippines uses. The agent takes both passports to BI in Manila, BI transfers the stamps, and then the agent sends the old and new passports back to you by friendly motorcycle courier. I work nights and sleep days, so in 25 years I've never set foot in a BI office. Travel agents are the best...
