I need to clarify something in the 13a visa requirements. The BI Form V-I-002-Rev 1 checklist says "marriage certificate or marriage license" but doesn't specifically say a PSA-issued certificate. So I'm taking that to mean I can submit an apostilled US marriage certificate and it should qualify. Am I reading this correctly?

No, it doesn't. Your marriage has to be registered with the PSA to get a 13A visa
Where did you get married? If you married abroad, the marriage has to be reported. You can use that Report of Marriage while you wait for your marriage certificate from the PSA.
Yes, you're right. If the document or marriage was executed outside the Philippines, an apostille is a must for it to be accepted or honored. Hope this helps.
It's fine to start with, but you'll need the official PSA marriage certificate to complete it (it took us about 2 to 3 months to get our copy)
It's in number 5 of the general instructions, sir. Or else, per number 6, it must be authenticated by the Philippine Embassy.
