It's the visa type

An expat lives outside their home country, often temporarily, while an immigrant moves to another country to settle. Tourists get a non-immigrant visa, so legally they're non-immigrants. That's why the term expat is appropriate.

For the most part: An expat is someone who lives in another country, who lives abroad. An immigrant is someone who actually moved to another country intending to settle there. And of course, the two words get used for political, economic, and racial reasons. Me... call me whatever you like. I see myself as a blessed person, grateful for a wonderful life.

Expats control the narrative. That's the difference

I know what you're getting at. Expats live like immigrants but refuse to call themselves that.
