Bank account without an ARC card. I met an expat who said he got a bank account without an ACR card. He suggested I go to the local RCBC branch to open one. So I did, and less than an hour later I walked out with a passbook and a debit Mastercard. I only showed my passport and gave my Philippine phone number. Sorry if this is common knowledge, but most of what I've seen says you usually need your ACR to open a bank account. Maybe this helps someone who doesn't want to wait 59 days for a bank account. The expat I met opened his in Cebu and I opened mine at the Lagro branch in Quezon City. So it may be RCBC's policy not to require an ACR.

It varies by bank branch and even by employee. You should post the exact location so people near you know this branch is easy. Also, non-Americans like you tend to have an easier time opening foreign bank accounts around the world than Americans. Giving an account to an American means the bank has to process paperwork for the US. Yes, US law reaches far enough that they actually do it.

Whether you can open an account depends on the bank, not on any rules. You might have to try a couple of places until you find one that'll let you. An ACR card is required 99% of the time.

What's the problem, why do you need a bank account if you're only staying 2 months? If you stay longer you have to have an ACR card, otherwise you don't get a visa
