Is ₱62,000 a month enough for one person on Siargao Island? Shared room, breakfast at home, dinner at local restaurants, 2–3 beers a day, surf lessons twice a week, and a rented motorbike

You can work this out easily. A local carinderia is around 200–350 pesos a meal. Making your own breakfast can be as cheap as 99 pesos. A beer is about 100 pesos x 3 = 300 pesos. A scooter is usually around 400 pesos, but long term you might find a small one for 300. So that's 1,000 a day x 30 = 30,000 a month. Is the remaining 32,000 enough for the place you want? A third meal? Gas? Surf lessons?

Yeah — stay out of General Luna and your money will go a lot further, and you won't need a shared room.
