Pho every time for me. The flavor is way richer

Admittedly biased opinion, but they're both mid. Just go for ramen

Pho. The mami I've had at restaurants and in people's homes is really bland and lacks spice, like a lot of the local food.

Pho. I think the better question is whether any Filipino food is better than its Vietnamese equivalent. Vietnam had roughly 100 years of French colonial influence, which did wonders for its cuisine. The Philippines, on the other hand, didn't really take anything from Spain food-wise except the names. And the food they took from the US, they turned into cheap slop so the poor could afford it.
