Giving people a reason to drive their cars was a pretty good plan.
Fun fact, the stars originally meant: - 1 star: worth stopping on your way - 2 stars: worth a detour - 3 stars: worth a dedicated trip

Not sure, but since Michelin-starred restaurants are pretty rare, crazy expensive, and usually booked solid in advance, I'd say most of them are worth a dedicated trip.
Especially since cars were brand new back then, so people needed reasons to drive somewhere
Compare this French plan to the American one, where the car industry bought up public transit companies and shut them down.
Don't forget the zoning laws banning mixed-use areas, which made it impossible for most people to live and work in the same place, and the height limits that forced cities to sprawl.
