There are really a lot of irresponsible dog owners here in the Philippines. In the provinces, it's very common to just keep a dog, feed it only rice, and maybe give it leftover food or fish bones if it's lucky, and then let it roam the neighborhood streets freely looking for food and a mate. Some people also believe dogs shouldn't be tied up. Like most problems here, the root cause is poverty and lack of education.

They're uncontrollable, so they should just be gotten rid of.
