Three days isn't enough time.

Bohol is a must. The Chocolate Hills and tarsiers are in Bohol, and it's the most famous tourist spot in the Philippines.

Moalboal (2 hours by car from Cebu City): sardine run, canyoneering Oslob (3.5 hours by car from Cebu City): whale sharks These are all morning activities. Bohol (2 hours by OceanJet from Cebu City): Chocolate Hills, tarsiers, Loboc River Siquijor (4 hours by OceanJet from Cebu City): waterfalls, caves, snorkeling If you want to do all of this, you should plan on 10 days.

Take a bus south to Oslob and see the whale sharks. When I was last in Bohol (a year ago), locals were spearfishing right next to the sardine run, and the sardine bait ball schools had thinned out a lot. If you want to do some proper diving, go to Apo Island off Dumaguete, just past Oslob. It's less than an hour with one more bus ride. Snorkeling is also good on that coast at Daulin (a good place to stay away from Dumaguete). There are lots of spots where you can see big colonies of garden eels, which is fun to watch.
