It seems like some Filipinos (and maybe foreigners too?) are getting fed up with the electricity situation in the Visayas region. I wonder how people would have reacted if a foreigner had left a comment like this here.
Don't just complain, build something that protects you from it. Whether it's solar, a battery backup system (I have a whole-house one), or a backup generator.
I've lived in three countries over the past 21 years (the US, Malaysia, and the Philippines), not counting the country I was born in. In a country you choose to live in, you're a guest, so the proper thing is not to meddle in its politics.
This is what happens when you put a non-expert in a highly technical position. There are no immediate, concrete measures for problems like this.
