No, it's not needed. How many months were you here? If over 6 months, you need an exit clearance. Otherwise nothing's needed.

I thought I'd have to, but I didn't have to fill one out when I visited in August. If it makes a difference, I flew China Airlines from California with a connection in Taipei.
