Do I still need an ACR card if I'm retired and receiving a pension? If so, how do I get one? I'm here on a Balikbayan visa, and I plan to apply for a 13a visa the next time I go to Manila.
Sorry, I don't understand your question. What do you think the Philippine government's ACR card has to do with a home-country pension?
After six months on Balikbayan you can apply for 13a, and then you get the ACR card. Check the BI website for the latest rules.
If you're a former military member, get the SRRV courtesy program. The cost is the same, it's cheaper in the long run, and there's less hassle. And even if she dumps you or you dump her, she can't take it from you.
