Posting this so everyone knows. Cebu Pacific is pretty strict about overweight carry-on on flights to and from Vietnam. We got fined 80 dollars twice because our personal item and carry-on trolley together came to more than 10kg. That was for two people.
Get one of these scales and weigh your bags after you pack. Problem solved.
They should be way stricter. They let people board with 2 bags and 3 big pasalubong gift bundles 😡 Usually I'm the only one on the whole plane who follows the rules.
Some people always have too much luggage. First it was 7 kilos, now it's been raised to 10 and they're still over. I'm glad they get fined so the plane isn't overloaded.

Read the rules. It's 7 kilos, and buy a scale.
Every Asian airline is stingy about luggage. On Japan Airlines I had to take the luggage strap off my suitcase to make weight. The strap still got on the plane in my pocket, but that's how by-the-book, no-common-sense it can get.
