The proposed Bureau of Immigration Modernization Act aims to replace the outdated 1940 Philippine immigration law and systematically close the "permanent tourist" loophole.

Keep in mind that it may take several years to become law, or it may never pass. Just so you know.

Finally, it's happening now.

Strengthening qualifications claims

There are way too many broke American beggars who come to the Philippines with just $700 a month and a dream. The Philippines should be more selective. A minimum regular income of $1,000, at least $3,000 in a verifiable bank account, or $3,000 combined across bank accounts and credit cards. If you're going to come 8,000 miles to a foreign country that offers almost no social support, that's not an unreasonable requirement. Travel insurance that guarantees at least medical care and repatriation should be mandatory too.

Money goes to airline and airport fees, and more money goes to the Bureau of Immigration (BI) brokers. Less money gets spent in the local economy.

Right. It's a good way to get rid of retirees living here on tourist visas. But what's the point when they're already paying? It just means they have to pay more.
