When the government's requirements keep going back and forth, it all comes down to one thing: they always make things up without thinking and never plan properly. So how much are the employees in this agency even paid? They create all kinds of requirements, then withdraw them when it fails, and in the end they've accomplished nothing.

Honestly this is the BIR's own fault. Didn't they even consult the NPC about whether the requirement violates anything?
