I use the SM Mall money exchange. Once you're registered you can use it at ANY SM Mall. It's fast and convenient, and if you don't have a bank or GCash, you can use Remitly or any of the big companies to send money straight to SM Money Exchange and pick up your cash. Good luck

Try Ayala Mall. Below Rustan's, at the Market Place entrance, on the right, there's a little exchange shop. Best rates in Cebu.

MIM'S Money Changer, next to JRS Express on Gorordo Avenue, Cebu City. It's not far from Ayala Mall, and the rate is much better than in the malls because they don't pay high rent for the shop.
