Which banks open accounts for foreigners after getting an ACR card on a tourist visa? I tried to open an account at BDO and UnionBank, but they turned me down because I hadn't been in the Philippines for 6 months or didn't have an SRRV visa. The issuing agency told me I'm eligible to open an account.

Policies differ from bank to bank, and even between branches of the same bank. It's pretty much up to the branch manager.
