Underrated? Google tells me the Cloud 9 wave is world-famous, not to mention the famous helicopter and surfing scenes in Apocalypse Now, which I believe were shot in Baler. My Lonely Planet guide also has lots of pages on surf spots and tips. I suspect it just gets overshadowed by the excellent diving there. Great wave, by the way.
