Not sure about the best, but I found the 'Drops' app teaches Tagalog to English speakers for free.

I'm not being a smart-ass here, but… karaoke. When I first got here way back when, I was broke and jobless and did karaoke almost every night. Find songs you like, then Google the words you don't know. Singing kind of forces you to pronounce things properly, and once you've got a couple hundred words, it starts building on itself. Best of all, you pick up cultural nuance you'll never get from an app.

Not an app, but there's a great YouTube channel called 'Comprehensible Tagalog Podcast.' It's helped me a lot, since I speak a fair amount but struggle with fast everyday speech. Probably best for upper-beginner to intermediate, since there aren't really structured lessons as such.

Taglish reality

Depending on your situation (deep province vs. middle-class urban professionals), you might actually need Taglish lessons more than Tagalog. Unfortunately there aren't many options for that.
