No, it's not normal. When Grab gives you a price, it's based on a route that doesn't use any toll roads. It estimates your travel time from the traffic data at that moment and calculates the fare. Taking the Skyway benefits the driver too, since they get the same fare and finish sooner. But on Grab, some drivers add tolls without telling passengers, hoping they won't notice (more common with passengers paying by card/GCash/GrabPay). Some don't bother mentioning the Skyway at all and only tell you at the last minute, when they're already on the ramp. In those cases, even if they agree to pay it themselves, they add the toll to the fare later, after tapping 'ride completed' in the app.

I'm confused. Are you sightseeing, or going from point A to point B? Because your driver is going from A to B. And you'll generally pay the tolls separately from the Grab fare. But if that little bit of money matters to you, by all means take the jeepney.

Let's see, in the US I took an Uber to the airport and it was $60, roughly 3.7k pesos. Can't imagine that fare here.
