Wasn't Dumaguete supposed to be the 'safest city' in the Philippines? What on earth is going on over there?

I lived in Bacolod, Negros Occidental. I got a bad vibe from the place and left after 6 months. Right after I left, my neighbor called to tell me her house had been broken into.

Context matters. Were they targeted because they were foreigners, or was it random? Adjusted for population, are these incidents more likely to turn violent than, say, a random attack in the US?

If you want to be safe, don't live in an unsecured house. Live in a condo with security or a gated community.

This has to do with the cost of living right now. Some people are taking extreme measures just to keep the lights on. The peso is at an all-time low and prices have skyrocketed. I suspect it's going to get worse.
