This guy broke the one real law in the Philippines: make sure the fat bureaucrats get their kickback.
The government is a business. It's less about protecting poor people and more about where they can collect fines.
So what, they're supposed to say 'we've got bigger problems, go ahead and smuggle'?
I think you may have misread the stats. The literacy rate means 90–93% of kids over five can read. I agree the priorities are off, no doubt about that. Edit: I looked up functional literacy too, and it's basically the same rate as the US.
If you hate that country so much, why live there?
